Guam - The U.S. Environmental Protection Agency has cited the Navy for violating the Clean Water Act at its Apra Harbor facility.

Department of Defense facilities on Guam must be in compliance with all environmental requirements, said Alexis Strauss, EPAs Water Division director for the Pacific Southwest region. EPA will work with Guam EPA and DOD to ensure construction and ongoing operations comply fully with environmental requirements to protect and restore Guam's environment.

The federal agency cited an overage of discharges from the harbors wastewater treatment plant, lack of controls for stormwater discharges, and unpermitted discharges into a river in the area,
