For the record - if you're using a foreign language version of Windows, you'll need to replace "Administrators" with the group name for your language. So for German, this will be 'net localgroup Administratoren NetworkService /ADD', for French 'Administrateurs', for Spanish 'Administradores' etc.
Because I'm German, it took a while for me to figure this out.

for w7 users, you must go to C:\WINDOWS\System32 and run cmd as administrator, otherwise it will say "Access denied"

didn't work for me either (win XP), it says the it is already a member of that group... thus meaning that my account is already an administrator, which I already knew...
