Fokus has conducted a feature on the Second Hands Good Act in South Africa. After 8 years of development, this legislation is designed to prevent the theft and illicit trade in stolen goods, including scrap metals.
In an expose which looks at the requirements of this legislation, Karin Dorville of Fokus interviews, Lorinda Nel of Business Against Crime South Africa, among other guests on the programme. The plight of farmers in Queenstown, Eastern Cape, is highlighted, as well as the differences between second hands goods dealers who operate within the parameters of the law and those who do not.
