@2jztt6Spd If you have a mil or MOA reticle feature that is second focal plane, set the scope to the magnification at which your reticle is "active". Otherwise, set it to the magnification that you will use most of the time.

@tzotzo That shouldn't really matter. What matters is that the reference between the top of the rail and the top of the scope are as similar as possible and since he's using the same level for both of those he should be able to get very precise that way. The reference between the action and the scope doesn't matter and he's only using that to alert him if the rifle slips out of cant. This is the best depiction of leveling a scope on YouTube.

When setting for eye relief, do you set the scope to max magnification ?????

regarding your canting trick, it would be most accurate, EXCEPT you need to first guarantee that the bubble is the same exact size in both levels, and that the lines are the same distance apart in both levels... otherwise you'll never get the two bubbles to line up when canting.

@tzotzo I use one level to level the base and scope the other one in the action to let me know if I involuntary move the rifle out of cant. It works time and time again.

@CSTactical1 yeah I agree... again as long as both levels are exactly the same dimensions.
