EMR Implementation - Case Study with Results of Doctor Survey
Dr Samuel Yeak, CMIO, Ministry of Healths EMRX Clinical Committee, Tan Tock Seng Hospital
National Healthcare Group (NHG).
Information technology investment in healthcare has risen dramatically in recent years. It is disruptive technology which can be an enabling mechanism to transform healthcare. This disruptive nature increases the potential for implementation failure with resultant stress to clinicians and risk to patients. The potential cost of failure is also astronomical. Diffusion of Innovation theory describes adoption as following a normal curve with early adopters, early majority, late majority and laggards. This was indeed our experience with implementation of laboratory, radiology and outpatient medication electronic orders. Implementation of in-patient medication orders was however much more challenging. A large chasm developed between the early adopters and early majority which threatened failure. High level support was required to drive the project forward. Listening to the ground and resolving many operational rather than IT issues was the key to bridging that chasm. Resolving ground issues and getting buy-in resulted in rapid adoption by the rest of the hospital in less than 2 months. We will be sharing our implementation experience together with some results of a post-implementation survey in this session.
