how long is the the fire active?

Not long. You need to time it well if you're going to ignite somebody. But once they're on fire, they will run around wildly until the flames go out - really useful for cutting off pursuit.
You can also douse people with oil directly, then ignite them with a fire arrow (or any fire damage spell) to accomplish the same thing, but do more damage.

@slfviirus: fire arrows didn't make the final release - I didn't feel like they fit the stealthy approach (never liked them in Thief for the same reason).
I think they still exist in the .esp with the code to make them work, though, so feel free to hack them back in.

@slfviirus: it's a possibility. I've been messing around with the quests for the planned Mission 1 recently. Kinda busy with school and stuff so I can't promise it'll result in a release, but if it does I will include the fire arrows (and probably flash bombs) just for kicks.
