I love that...'unexplained change in circumstance' .What is that supposed to mean! It is designed to wear people down so they won't resist.
Council tax and demand for payment of it IS NOT THE LAW...It is an act.
If we refuse to pay, by law, they cannot enforce payment unless we consent.
Ive just started looking into this.
Council tax should be abolished, along with any other unjust system, act or law

Local Authorities are shabbily run by morons who are out of their depth. Every one is the same, it's a big club. They hate capable, well informed people who are able to rationally evauate how poor their service is. They prefer passive, grateful people who know how to say thank you for being treated like an idiot and patronised. Nobody notices, nobody cares.This is exactly what LA's rely on; that the vast majority of people will remain ignorant of their rights under statute. Keep exposing them.
