The manifesto called for transforming the northern Ethiopian region of Tigray in to an independent country through expansionist policies. For Greater Tigray to become a reality, TPLF decided to control Ethiopia and systematically appropriated lands from neighboring regions of Gonder, Wollo & neighboring Eritrea.
