End of life of some Fluorescent light bulbs that are declared dead in Rapid-Start or Preheat fixture but that can still run a few minutes, hours, sometimes days or weeks on an Electronic F32T8 ballast.
Here are some Sylvania Octron F32T8, Sylvania SuperSaver F40T12 and some crappy Philips Altos.
The starters you see are dummies, the glow bulb has been removed to have a closed circuit on the Electronic Ballast wiring, and to keep the vintage look as well.
philips altos are really bad, one we had only lasted about 7 months :(

why would you want to use a crap unreliable electronic ballast? take it out, throw it in the bin and convert back to magnetic

@jonathanmlang Slimline instant starts do that where they swirl and flash because there is little or no filament left just the supports. They strike with high voltage not by heating the filaments so even if the filaments are broken they work until there's not enough left to support current flow.

I assume the starters are just in there because you reused the lampholders that have the starter sockets with them? Obviously an IS ballast in there!
