The only brotherhood I know is between France and Gemrany, between USA goverment and Israel, between Hungary and Poland and between Germany and Russia (Ribentropp - Molotov pact did never beeing rejected formally).

the connections between fbi, cia, etc, and the terrorists exist because they were under partial surveillance. i believe the cia didn't think that something of this scale could've been done so easily. And there is a good possibility that they tried to get the terrorists to flip. that happened multiple times in the past and almost everytime it ended in losses and a major failure. logical that the government tried to cover it up. but they surely weren't involved in killing 3000 civs and colleagues.
