@chadgoulden and ive gotten two on the xbox 360 console as well, the third step should land you in the portal. time the jump by the steps of the avatar and jump on step two if you keep getting 3 if you miss do a fraction of a second longer then step two and repeat...

Im probably going to have to pass on this acheivement. I don't have the insane amount of time it would take to master this, even after seeing how other people do it. I can get three out the elevator, but then it's seven by the time I get the last door open, and then I just can't do the rest in three steps.

Yeah, I spoke too soon. I did realize I could walk my portals around on the floor by shooting a blue, falling through orange, then shooting blue to close. Der.
Anyway, got all but one step stage, the one with the three lifts and three energy stations. Yuck. Plenty of cube luvin...

@CrazyJayBe Yes, landing counts as a step under normal conditions. It does not, however, count as a step if you come up through a floor-based portal and close it behind you.
So to be clear: Landing counts as a step. Using floor based portals and closing them behind you (Without any planar motion and limited vertical momentum) does not.
Which is why jumping to clear distance is not a common practice aside from entering/exiting the elevators.

It's impossible, I don't know whats wrong but when I fall counts as 1 when I jump counts as 1...

People who are having trouble with the 3 steps at the beginning:
The jump crouch move is your savior! It will give you the necessary height to make that jump in 2 steps.
Also if you can open the door with only 3 steps then save before going any further and when entering the elevator jump crouch inside! It will save you 2 steps.
