@tavidie Himaruya explained it in the manga, but it never made its way into the anime =__=''. It's a soviet joke. Basically, he said that when the Russians invaded Germany, they were astounded by the water pipes (since Russia was really behind on technology :P), and Russia thought that it was so cool that he carries one around with him. Apparently, he stuffs it with snacks. XD

The whole weapon thing was invented by the fandom.
