Bob Harlan is WHY the Packers turned the franchise around. Few people know that Ron Wolf was offered the Packer GM position in 1987 but turned it down - the management structure was still f'ed up and the team just didn't "get it". Harlan took over the presidency in 1989 and revamped the team enough in just two years so that when offered the job again Wolf took it. This begat Holmgren and Favre and the increased talent level into the 90's (of course spending the warchest built up didn't hurt).
