It is not a Kaida, it is a Laggi, and they're different ways of playing it: Sajjad Saheb is playing repetitions of Dhaghe tikna naghe tikdha, where "tik", as a literal "tick", is played as a closed "na". That example is composed in Keherwa or Teentaal (this is in Rupak Taal), so depending on the taal you play it in is where you can experiment with your bayan. Hope this helps :) Btw: This Laggi is very common in Ghazals.
