If you want to sue a doctor, you go straight to a solicitor because its legal.
PALS, Complaints, Healthcare Commission and the Healthcare Ombudsman DO NOT deal with litigation.
If you want to make a complaint, be adamant with the PALS service, and they (should) give you the address of whom to send your complaint.
If you feel that a dentist hasn't given you the appropriate treatment, see another dentist and get a second opinion.
Like I said, if you want to sue, get a lawyer, not complaints.
