it is impossible to get the most out of big towns, i think the best we can do is to get a couple of % out of max profit

That's true, or at least it's very hard. Maybe if the city has a perfect grid of roads and you place the bus stops so they cover the whole town you could in theory get the max profit out of it. However big towns do look cool.
