The only problem with basing this on the Philippine occupation is that this surveillance behavior predates said occupation. In the 1880s the labor and radical movement was under intensive surveillance by local police and private agencies like Pinkerton. Espionage, double agents, black ops, deep penetration, media paranoia - all the "Red Scare" stuff from WW I - was already known in the 19th century.
