@lightsbright1 To the best of my knowledge, during the last hajj, the system was not fully operational, and could only operate at 35% capacity whilst the signalling was being tested and finalised, and it was basically running "show tours" for citizens. When full capacity comes online I think it is going to be available to all users, as the line is slated to be part of a much wider metro system that aims to remove much of the hajj road traffic, most of which is not Saudi/GCC generated.
