i can see a tactical use for a roll like that. to regain your feet after a fall or being tripped up. if you ever played football they teach you how to roll and get back up on your feet, no different. HOWEVER, i can't envision a squad of officers doing "tactical rolls" down the street to gain a better position! i take that back, i can envision that! it would be hilarious in a movie!

dumbest thing I have ever seen. no one in their right mind would do that out in the field. your eyes are off your opponent when you did the roll Thats like doing ushiro geri (back kick) without seeing your target just after the turn
