these kids were deliberately provoking the officer. they planned to cause trouble (consciously defying a city ordinance, resisting the officer's lawful authority to enforce said ordinance, etc.) in order to capture with a hidden camera *seemingly* damning footage of an officer doing his job.

NEWSFLASH! cops are SUPPOSED to use force to enforce the law, if the lawbreakers resist

anime, she was violating the no skating law. he was either going to write her a ticket or give her a warning. he placed her under arrest after she refused two lawful orders. her fault for refusing them.

he lawfully ordered her to sit(twice) because she violated the skate law. she refused bothers orders by saying no. he then said she is under arrest. she then fled and resisted(twice).

where does he come out of nowhere? he is in front of giving her a lawful command.
