Just a few fast, blinking weather balloons, changing course, that's all. Really, there is a lot of debris out there, and the poor vid quality could also have something to do with it. But she wanted to say 'very pleased with the act(ivity)... errr... data that they received', on the other hand, Nasa can easily 'hoax' themselves into some conspiracy, in order to create a future enemy image, once the terrorists wear out.

Watch the directions of the clouds and the stars in the background, the "UFO" never changes direction at all!! it may appear to rise, but it does not, the camera is well above the atmosphere and the object passing the horizon of the atmosphere gives the illusion of rising, even so high speed object can skip off the atmosphere the side to side motion is from the camera panning, nothing more. the blinking is the object rotating and catching the sun, UFOs would not attract attention with blinking
