Good question. Many large telescopes can see it, but the information is classified. For an object to be seen it must have its own light source, like a star, PlanetX is a failed star with no light, therefore it will only be visible when our own sun's light illuminates it, as it does the moon. Radio telescopes do not have this problem.
Concerning your question "why blow it up now",
the answer is simple, without our intervention your planet is doomed.

if it's visible in 18 months why cant we see it now with ground based telescope when we can see things 100s of light-years away put can not see something that's 18 months away anti matter mother ships wow all this time planet x has been visiting us now they decide blow it up with 4 mother-ships bullshit it's not coming because it does not exists
