Here is your simple answer... you are going the wrong way. When I played Diamond, I had the same problem until I turned around and went the other way. Best of luck with your legendary.

Thats not the way to spear pillar. U have to do sumting i forgot wat and then he will move. And then u go through there and get the TM dragon claw.
