what the difference between cursed and blessed

mythic because reg. is lv.1, copper is lv. 2,silver is lv.3, gold is lv.4, mythril is lv.5, blessed/cursed is lv.6 and mythic is lv.7

I think it is below lvl.6 in the Spring Min or when u have a vacation house, win the harvest goddess game 41 times..

You have to unlock the 3rd mine.
Then go to floor24, 35, 48, 52, 68, 71, 87, 99, 106, 118, 124, 135, 142, 153, 162, 178, 185, or 197.
Dig around and the cursed tool MIGHT show up.
