This "worthless" feature is actually pretty valuable to any large enterprise that deals with dozens of rule changes a week. If your maintenance window is only one night a week, this allows you to cue up rules. For example if your change window is on Tues, but you need the rules active on Sat. Sun. etc, you only have to install the policy once.
What do you need in the CLI that isn't there? Flexible? Unsupported commands? What? Seriously? Sounds like FUD.

Haven´t we had something nearly similar ( without startung dates) since vsx/r60?
I wish they would spend more time in giving users a flexible and supported cli, instead do this kind of nearly worthless in reallife feature
