GOOD JOB !!! it's Worked in my PC., i get fps 30 - 40 but when in vehicle the game always Stutters after every 5 - 10 Seccond.
finaly i get your command line :
3 thing i needed for Remove stutters from you is :

-framelimit 1
-norestriction

I played through half the games no problems at all, but right after I installed Microsoft Office Suite then I started having this problem. I have no idea how they are related but I had absolutely NO problems until I installed Microsoft Office.

what about disabling hyperthreading in bios? i actually had stuttering problem a few days ago on bf3 and by doing that it actuallu helped.

Yeah i have the problem too,i have i7 920 2.66GHz,HD5970,6GB ram, and when im not getting 75 frames the games skipps,stutters,and i have avarage 64 fps on V High settings :/

@badboy95688, good enough specs there, what speed is your HDD? i had some improvement with an SSD, the game has to shuffle about so much in the way of textures as it updates the city and road etc as you drive along, but there should be provisions for this in program code, i.e updates for the exe/game which should compensate, unfortunately i think this particular game on the PC is a hog and demands the ultimate hard ware which for most of us is another 2 years away before we get smooth visuals.

@pcvideogamer Actually, it doesn't access the hard drive at all during gameplay, except for saving points. It is all loaded into the memory. That's why GTA4 use 2GB or RAM (The most that any PC game I have played has used, Crysis uses 1.5GB) Infact, it is a big fallacy in the world of PC gaming, the idea that a faster hard drive will result in better 3d graphics performance.

@wootlanter yes i agree with some of your points there, sadly not all games were created equal and when textures etc are loading into memory some games don't load 'all' their resources at once and so need to access the oodles of free virtual hard-drive ram/space to compensate for those with lesser machines and smaller amounts of ram, SSD are memory modules themselves so it's getting better all round and with optimized code and game engines plus gigs & gigs of ram it's now a thing of the past.
