Norine MacDonald QC, President and Lead Field Researcher of the International Council on Security and Development (ICOS), talks to CNN about the increasing Taliban presence in Afghanistan. ICOS's Latest Report, 'Struggle for Kabul: The Taliban Advance', shows the Taliban to hold a permanent presence in 72% of the country in 2008, up from 54% in 2007.

Ms MacDonald outlines the failures of the international community's strategies in Afghanistan. Instead, she recommends a new Global Security Architecture to be implemented, in order to bring about peace and prosperity to the Afghan population.

  • Please explain. This is a serious attack on an organization that is given some credence (ICOS, previoiusly the Senlis Council). I'm not making a judgment one way or the other, but I'd be very interested in you explaining such a comment.

    I can say that the criteria by which ICOS determines "Taliban permanent presence" (from purported 54 to 72 %) is rather thin - simply measuring attacks and severity over given periods of time), but this alone doesn't disqualify all of what ICOS does.
