hmm, i suppose its possible that the outbreak could have been prevented, but by the time of the game, it was highly unlikely to have happened. consider:

1- even with the mansion destroyed, infected could still have been outside the blast zone. this means t-virus free to roam to the city.

2- there was a fully functional BOW lab right under the city, where the outbreak came from. even if Birkin hadnt been shot, its likely another event would have released a virus.

3- the city was bought off.

For those who were asking:

This is Jill's "bad ending" where Barry dies, you don't fight Tyrant, and the mansion doesn't explode.

To get this you have to let Lisa kill Barry when you fight her. To do this, just don't give him his gun back when she shows up.

Not really. What happened in racoon happened because of umbrella. I say it did matter because the outbreak in racoon could have been prevented.

the mansion never blew up so jill never found the tyrant or activated the self destruct
