That's too bad about your local media not covering but, unfortunately, that's common. There are some good articles on Google News about this launch, however. Also, try contacting the University of Hawaii's Institute of Astronomy.

@ROBERTSINNEWYORK Ya, well the 2nd stage did spin around for quite a while after it had detached. That probably made it look a bit strange since the 3rd stage just looked like a tiny red dot being that it had just left the earths atmosphere.
Besides at 300,000+/- feet in the air and 700+ miles away everything seems to be moving slowly even floating or motionless.
Well believe what u wan't, It's not like i was there or anything so i don't really know what to say.

Great video but as PastLives correctly points out, what you saw was a rocket launch from Vandenberg Air Force Base. So, it was an Identified Flying Object (IFO), not a UFO. :)
As to it appearing stationary, this is a nighttime optical illusion. I live near an airport and if I stand below the approach way the planes look stationary until they get really close. Also, it looks like I see the rocket's contrail in your video, and just like an airplane's trail, it can appear stationary. HTH!
