This is a Military Operations in Urban Terrain training facility. Every army in the world--INCLUDING the United States Army--has these.
As for the oft-quoted line that Saddam supported al Qaeda: not true. Saddam routinely killed Islamic extremists in Iraq and would have killed Osama if he could. Osama wanted Saddam dead because he considered the whisky-drinking Saddam an infidel.
And no, Saddam wasn't a terrorist. The term is "despot."
