you also forgot Chaos they use Steam powerd stuff in fantasy the Khorn Warmachine just to name a few

I think that many races in warhammer fantasy can use it. Dwarves, orcs and empire as you said, but also Skaven (same reason as orcs) or any other race who has found what another race have done.
But I guess you should concentrate on the contracts, but when you got time, I think you should make some warmachine terrain.
