I think you're missing the point. It's very relevant to compare these vehicles because many people look at buying these NEVs thinking they make good, inexpensive options for getting great fuel economy. The comparison is to show how unsafe those vehicles are when compared to the most diminutive of road-worthy vehicles.
In fact, your thinking that the smart is a glorified golf car (which it's not) only reinforces the crash test comparison. Too many people think these NEVs are road-safe.
