Yes, but only for auto attacks, not combos.

wat are rangers like in PvP later on in the game like lvl 40 - 80 coz i like em but im worried we are gona be crap later on

Honestly there really isn't enough PvP on my server atm to say for sure...but from the matches I've been in so far all I see is "dodge parry dodge dodge parry parry" and it's really annoying. Hope it's not intended for players to have this much damage mitigation in PvP.
