In response to inquiring minds, I am going to give this a wild guess and say that the hole that would be filled is the building that is now called the Accenture Tower which opened in 1987. For people that are familiar with Minneapolis, that building would be the one that looks like it has a pyramid on it's roof. It's a dark grey pyramid. Just a guess based on photos and also that particular location.
