The only thing that I suspect that was done to the woman is that she got into a light trance, and when she sees his hand closes, she stops. How it can happen, well that is the reason he stands in the window, the shadow of his hand is being displayed on the floor. How the woman outside stops well this I can't explain.

my explanation...

he probably did the first stopping twice. just timing the closing of his hand with the sound of her feet. they cut out one walking so it looks like he went into the second phase sooner. walking twice conditioned her to stop so the third time she stopped again out of habit.

at that point from across the room he uses some suggestive language to freeze her feet. They cut that out.

last part they make her count down from 3 so they can radio the actor to stop on time

um if i was the lady on the street who was questioned about stopping i would be wondering why the fck ppl are questioning me for stopping a few minutes b4. clearly she is acting and not very well i might add. i beleive in magicians and hypnotists but this is clearly staged.

As for the woman outside; I think she is either a stooge or someone that was hypnotized beforehand. Notice that his arm raises when he's talking about the Christmas decorations. I suspect that he points to his head when he says that which is a cue to pic out the girl with the striped hat (which looks somewhat like a Christmas tree ornament).
