It might be raging in the big cities,but other people have stuff(generators,candles,etc.)­especially in rural areas....more weapons than the poor and desperate to be able to defend their stockpile. The prisoners of the nation would essentially be locked inside and abandoned,being left to starve to death in the dark. That's rough!
