Rhetoric. What he fails to say is that Clinton's $200 Billion was a surplus for just that one year. There were deficits in previous years that were not carried over.

What's sad is we live in a country that needs a video like this because our corporate controlled media is so willing to help to distribute Republican lies. The usual pattern is to put three Republicans on a panel to spew their crap without a single interruption and then to air an "interview" of a Democrat where they "give them the opportunity to respond" (to a pack of lies) and then they go back to their panel of Republicans who smugly dismiss what the Democrat just said.
