The standoff between Treasury and the Committee of Experts over the civic education funds deepened on Monday with Treasury insisting that it had met its part of the bargain, by releasing 330 million shillings for the exercise. But COE claims that it has not received a single cent from Treasury for the programme. CoE says it has only received a donation of 90 million shillings from the Office of the Prime Minister and another 10 million shillings from the Ministry of Justice. So, who is taking the other for a ride? Francis Gachuri reports.
