Can you use foundation as an eyeshadow primer?

I wouldn't if you want longevity. Eyelids tend to get oily and foundation doesn't provide a good enough base to prevent the shadow from creasing up due to those oils. Use something like a mac paint or urban decay primer potion. Those are formulated specifically to prevent shadow from creasing.
