Notably, Houston Refining and Lyondell new their equipment lacked this safety feature, but waited until AFTER this fire occurred before replacing the equipment. And, yes, the new equipment has the safety instrumentation that was needed. This begs the question: is the company aware of additional equipment at this refinery that lacks safety features? Will the company wait until another potentially deadly catastrophic event occurs before spending the money to replace it?
