However, is Crown debt really synonymous with Government debt?
If a Crown such as Sasktel takes on debt in order to finance a business decision (funding major project, such as their major mobile network upgrade) it can expect to pay back its debt with increased revenue.
How much Crown debt is merely hidden Government debt? And how much of it is justifiable business debt (as per its industry)?
