2. go to the partners site of youtube
3. go to the form, that is available at
http://www.youtube.com/partners
4. click on the button that says: Apply now
5. fill in the form
6. push the button that says: Review Application
7. Click the button: Send Apllication
8. And just wait for the email with the answer.
9. The requirements to become a partner are not very high.
10. So lots of people have the possibility to apply.

A partner can put a banner on the youtube channel
and a partner can earn some money from youtube.

the requirements used by youtube are almost unknown
for instance someone with about 340 subscribers got a partnership

I do not see any possibility to change your age on the channel. so I suggest that you make a new account. and you can use this account to promote your new account. in about 3 months you can have enough subscribers and enough new videos to apply for the partnership, I suppose.

because if you get denied you'll have to wait six months before you can apply again
