I had this same problem and decided to buy a better power supply for my computer (at least 400 real watts)

Thanks but I don't think that will work. I've installed it when it came out, back then I had XP and it was running pretty much the same.

HOW. THE. FUCK?
I have Nvidia 9800GT, AMD Dual core 3.1 ghz and 4 gb's of ram and this game plays around 15 - 20 FPS :(
I really have to have at least 30 FPS to enjoy a racing game. I have dirt and in all honesty it looks way better, except the car detail, still, it runs extra smooth on ultra(60+ FPS) any ideas?

@heheIvan maybe installing the patch will solve your problem?

I tried that already but nothing :( Thanks anyway.

@heheIvan You have the 6000+ CPU right? That should be enough to play the game with acceptable fps :/ Did you try to change the graphic options and look if the fps rate increases or is there no change? + maybe uninstalling and reinstalling the game + clean your pc with ccleaner + use the newest nVidia drivers for your graphics card.
I have no ideas left :D
