@dakentaijutsu2010 No it wasn't, Blast got taken out of the Genesis game, him and Chin-Wo were originally in the game but got taken out, proof of this could be found on the website of one of the people who made the game, it shows Blast & Chin-Wo on the title screen, same with Jetta using Chin-Wo's stage instead of her circus, they must have run into ram and time problems, so they cut 2 chars and instead of finishing Midknight & Jetta's stage they gave them Blast & Chin-Wo's.
