You gotta go back to chapter 5, Gwen says: Roxanne's a friend of mine who knows this guy name Chuck, Chuck's cool with this guy name Rufus and I'm sitting there like wtf? Rufus wife Kathy, we both went to high school, she introduced me to the policeman that stopped you (James).

So Kathy introduced James to Gwen, and Rufus is Kathy's husband, so that's probably how James knows Chuck and Rufus.
