I do it different. I tune E to Eb and B to C (Eb A D G C E). Then I barre at the 15th fret, 16th in A string, 18th in G string. Do an arpeggio from A to G string, do it again, but take my finger off the 16th in A string for the second position. For the third, I play 15th at E(Eb) string. Play the third position 2 times.

Poor lesson and not how its played.
Your 3rd and 4th finger shouldn't be moving. Drop tune the guitar, 2nd finger on 17th fret on A, 1st finger on 16th fret on D, 3rd finger tucked nicely beneath the second finger on 17th fret B string and pinky on 19th fret G string.
