@LotsOfMusicInMyMind - when Obama brushes his shoulders he is referencing a song by the hip hop artist Jay Z that was big back at the time Obama did his speech. The young people in the crowd recognized the reference and that's why they cheered. Most older people - including those in the media - didn't know this and were confused by the cheering.
