Another really easy way is to just overlay the flag onto the desaturated silk :)

I think you can also just desatureate it.. uen the oppacity down al il and sue hard light on it. Looks good if yo udo this way too though

You can but the image wouldn't follow the ripples that way.

Why cant I use distort ... when I try to use distort i can only use lens correction ... not the other things ...

It could be a few things. You might not be running in the proper resolution, you might not be running in RGB, you might not have selected the proper layer, you might not have your layer rasterized. It could be a number of things, try those first and let me know.
