No in Holland you can't ground either by touching the grass or whatever it is your doing, only when hitting the ball. You're allowed to make divots. Hij staat in een laterale waterhindernis, dus mag het niet totdat je de bal slaat. Ik heb laatst mijn matchplay tegenstander er flink te grazen mee genomen :]
Must correct you there BaicalHunter. You are allowed to touch the grass when adressing the club. However you are not allowed to ground the club. But yes, the golfer shown we get several penalty stokes for doing just that. But at least it sounded like they had fun.

You can't tell if the ball is in the hazard or not. And by the way, he's not taking practice swings, I guess.

Het is geen laterale, het zijn gele lijnen geen rode, daardoor is het een normale waterhindernis, dus mag het wel.
Je hebt het bij het foute eind.

I don't know how the rules are in the US.
But in holland your allowed to touch the grass and make a practice swing, as long you don't make a divot.
This are offical rules from the GVB.
