This is just another song by Mr Brown to poke fun at some of the crap our 'gahmen' has been giving us in recent times. In this case it's something the health minister mentioned, regarding cheaper old folks home in JB being a possible alternative.

Obviously, they were not directly trying to say that our old folks should all go jb to die, but there lies a certain implied message Mr Brown tries to illustrate.
